The Bureau of Internal Revenue’s (BIR) registration seal requirement for online sellers and digital content creators has prompted privacy concerns from lawmakers, bringing attention to the balance between tax compliance and personal data protection in the Philippines’ growing digital economy.

In a report published on October 24, 2026, Newsbytes.PH said Senators Bam Aquino and Pia Cayetano called on the BIR to address concerns raised by online sellers and creators before the October 31 compliance deadline. Aquino urged the agency to defer implementation while the complaints are reviewed.

Privacy Concerns Over the Registration Badge

Cayetano raised concerns that the QR code embedded in the badge could expose personal information, including the full legal names of sellers and content creators. She said she had brought the matter to the National Privacy Commission (NPC) for attention.

Under Revenue Memorandum Circular No. 38-2026, the registration seal applies to online sellers, e-commerce merchants, digital service providers, freelancers, vloggers, content creators, and influencers. The badge is intended to provide proof of BIR registration without requiring taxpayers to publicly display their full Certificate of Registration online.

Balancing Compliance and Digital Privacy

The issue highlights a challenge for the country’s digital economy: ensuring that online businesses comply with tax requirements while protecting the personal information of people operating in public-facing digital spaces.

For small online sellers and independent creators, government registration requirements are part of running a legitimate business. However, clear guidance on what information is visible through registration tools can help them understand their obligations and assess potential privacy risks.

As the deadline approaches, the discussion underscores the importance of transparent implementation, accessible guidance, and coordination among government agencies to address concerns without undermining legitimate compliance efforts.

What This Means for Online Entrepreneurs

Online sellers and content creators should consult official BIR guidance for the current requirements and ensure that they use the prescribed registration process. Any questions about the information displayed through the badge should be directed to the BIR while the concerns raised by lawmakers are being addressed.

The broader issue goes beyond a single registration badge. As more Filipinos earn through e-commerce and digital content, regulations must account for both accountability in online transactions and the protection of personal data.
