A new international collaboration aims to strengthen the Philippines' weather monitoring and early warning capabilities through artificial intelligence and climate technology.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has partnered with South Korean technology company DI Lab Inc. and Skymap Global Philippines for Project CLAIRE, or Climate AI for Resilience and Early Warning.
The partnership was formalized through an agreement signing on October 28, 2026, with support from the Korea International Cooperation Agency (KOICA). The initiative aims to explore how artificial intelligence and climate technologies can improve weather-related risk management and early warning systems in the Philippines.
Bringing Artificial Intelligence Into Climate Monitoring
Artificial intelligence is increasingly being explored as a tool for analyzing large amounts of weather and climate data. When applied to forecasting and risk assessment, these technologies can help identify patterns, process information, and support more informed decision-making.
Through Project CLAIRE, the participating organizations aim to strengthen the country's ability to use technology in preparing for weather-related hazards.
For a country frequently exposed to typhoons, heavy rainfall, flooding, and other climate-related risks, improvements in forecasting and early warning capabilities can support disaster preparedness efforts.

Strengthening International Technology Collaboration
The project also highlights the role of international partnerships in advancing the Philippines' science and technology capabilities.
By bringing together PAGASA, South Korean technology expertise, and local industry participation, the collaboration creates opportunities to explore solutions that respond to the country's climate and disaster preparedness needs.
Support from KOICA further reflects the importance of international cooperation in developing technology-based approaches to climate resilience.
Building a More Resilient Philippines Through Technology
Reliable weather information and timely warnings are essential for communities, local governments, and industries that need to prepare for changing weather conditions.
Projects such as CLAIRE highlight how emerging technologies can complement existing government capabilities and contribute to more informed disaster risk management.
As climate risks continue to challenge communities across the country, strengthening the connection between artificial intelligence, scientific research, and public-sector services could help build a more resilient and technology-ready Philippines.
