What started as a new digital initiative for the Olongapo City Sangguniang Panlungsod is now becoming a permanent part of the city’s legislative system.
Launched on January 28, 2026, SangguniAPP was introduced as a mobile and web platform designed to make legislative information more accessible to residents, barangays, council members, and staff. The platform provides access to ordinances, resolutions, public advisories, and official communications from the city’s legislative body.
Months after its launch, the platform has taken another significant step: it has been formally institutionalized as the official digital platform of the Sangguniang Panlungsod.
From Launch Project to Permanent Platform
The institutionalization came through Ordinance No. 10, Series of 2026, approved during the Sanggunian’s 12th Regular Session on March 23.
The ordinance establishes SangguniAPP as the official digital platform of the legislative body and provides for its management, technical team, funding, operating procedures, and continuity. This means the platform is intended to remain operational beyond changes in political leadership and administration.
For a government technology project, that distinction matters.
Instead of treating SangguniAPP as a temporary digital project tied to a particular administration, Olongapo is creating an institutional framework around it—giving the platform a defined role in the city's legislative operations.
Making Local Legislation More Accessible
At its core, SangguniAPP addresses a familiar challenge in local governance: making legislative information easier for ordinary citizens to find and understand.
The platform brings together information from the Sangguniang Panlungsod, including ordinances, resolutions, announcements, and other official communications. Residents can access legislative updates digitally instead of relying solely on physical documents or searching through different government channels.
This is particularly relevant for local legislation, where information can directly affect communities—from city policies and regulations to programs, budgets, and other measures passed by the council.
By putting these materials into a digital platform, the Sanggunian creates another avenue for residents to stay informed about what their local government is doing.

An AI-Integrated Approach to Local Governance
SangguniAPP was also introduced as an AI-integrated platform, making it different from a conventional government website or document repository.
Its development focuses on bringing legislative information and public participation together in one digital environment. The platform was designed not only for residents but also for barangay officials, council members, and Sanggunian staff.
That combination points to a broader direction in government technology: using digital tools not simply to publish information, but to make government processes easier to navigate and interact with.
Building Transparency Into the Digital System
Transparency has been one of the central goals behind SangguniAPP.
During its launch, Olongapo officials highlighted the platform's potential to improve transparency, accessibility, responsiveness, and public participation in local governance.
The city's move to institutionalize the platform reinforces that direction. The ordinance also addresses data integrity, security, continuity, and compliance with relevant laws, including the Data Privacy Act, Cybercrime Prevention Act, and Electronic Commerce Act.
In other words, the goal is not simply to put the Sanggunian online. It is to build a digital system that can continue functioning as part of the institution itself.
A Digital Layer for the City Council
The Olongapo City Sangguniang Panlungsod already maintains a large archive of legislative documents, including resolutions and ordinances covering years of local government activity. Its official website currently provides public access to thousands of these documents.
SangguniAPP adds another layer to that existing system—one designed around a more accessible and digitally connected experience.
The platform's development also involves Demograpo, Inc., which developed the application. A related Resolution No. 66, Series of 2026 authorized the city to enter into a Deed of Donation for the SangguniApp software, further supporting its integration into the city's official operations.
What Comes Next
SangguniAPP's story is now moving beyond its initial launch.
The more important question is how the platform will continue to evolve as residents begin using it as a regular source of legislative information and as the Sanggunian incorporates it into its long-term digital operations.
For Olongapo, the project represents a shift in how a city council can make its work more visible and accessible in an increasingly digital environment.
SangguniAPP may have started as a technology initiative, but its institutionalization gives it a bigger role: becoming part of the infrastructure through which Olongapo's local legislation reaches the public.
And as more Philippine local governments experiment with digital governance, platforms like SangguniAPP offer a glimpse into what a more accessible, transparent, and digitally connected city council could look like.
