The skills that pay are no longer locked behind tuition
For years, cloud computing and artificial intelligence felt like a club for people who could afford bootcamps or a computer science degree. That changed this year. TESDA now offers free cloud and AI courses that any Filipino with a phone and an internet connection can start today.
On September 29, 2026, TESDA Secretary Kiko Benitez and AWS Philippines country manager Precious Lim signed a Strategic Training Agreement at the TESDA Complex in Taguig. The deal brings Amazon Web Services cloud and AI courses into the TESDA Online Program (TOP), with no prerequisites and no course fees.
It is the latest in a run of AI-focused offerings from TESDA in 2026. The message behind all of them is the same one Benitez put plainly: cloud and AI are not just for people in tech. They are for every Filipino who wants a better future.

What you can learn for free
Three streams of free cloud and AI training are open through TESDA right now. Two are fully online; one is in-person in selected provinces.
Program | Partner | Format | What you learn |
|---|---|---|---|
Fundamentals of AI | AWS | Online via TOP | Machine learning basics and real AI uses; no tech background needed |
AWS Certified Cloud Practitioner (course) | AWS | Online via TOP | AWS services, security, architecture and pricing |
AWS Certified AI Practitioner (course) | AWS | Online via TOP | Responsible AI, generative AI and AWS AI services |
AI courses (intro, responsible use, AI at work) | UNESCO-UNEVOC and HP Foundation | Online via TOP | AI concepts and practical uses in business and daily work |
Microsoft Azure AI Fundamentals | Microsoft | Online via TOP | Core AI concepts on Microsoft's cloud |
AI Readiness Training (Data Collection and Annotation NC II, AI Prompting for Automation Level III, Data Analytics Level III) | STI College, under TWSP scholarships | Face-to-face, limited slots | Job-ready AI and data skills |
The AWS courses were announced on October 2, 2026, and TESDA plans to add more on cloud architecture, security and databases. The UNESCO-UNEVOC and HP Foundation courses went live in May. The Azure course is listed among TOP's offerings.
The STI-run AI Readiness program targets 3,273 learners from April to December 2026. It runs in Aklan, Bacolod, Bataan, Benguet, Bulacan, Camarines Norte, Cebu, General Santos City, Isabela, Manila, Ilocos Norte, La Union, Laguna, Leyte, Las Piñas, Pampanga, Quirino, South Cotabato, Sultan Kudarat and Tarlac (Daily Tribune).
Who can join and how to enroll
The online courses are open to any Filipino, free, with no prerequisites. You can study on a desktop browser or on Android and iPhone through the TOP Mobile app.
- Go to the TESDA Online Program website, or download the TOP Mobile app.
- Create a free account and log in.
- Browse the course list and pick a cloud or AI course.
- Click the course to enroll, then learn at your own pace.
- Finish all modules to get your certificate of completion.
For the face-to-face AI Readiness scholarships with STI, slots are limited. Contact your nearest TESDA provincial or district office to ask about openings.
One thing to know: finishing a free AWS course does not make you AWS-certified. Learners who complete the certification-track courses may qualify for exam vouchers or AWS Academy pathways at the TESDA Women's Center, subject to TESDA and AWS policies and availability.
Why this matters for ordinary Filipinos
The biggest barrier to tech careers has always been cost, and these courses remove it. A tricycle driver's daughter in Nueva Ecija now has access to the same AWS curriculum as a Makati IT professional.
- Jobs and promotions. Cloud and AI know-how is increasingly asked for in IT-BPM, banking, retail and government work. A recognized course on your resume can set you apart.
- Freelancing and remote work. Clients hiring online value people who can set up cloud tools, write good AI prompts, or label data for AI models.
- Small businesses. Owners of sari-sari stores, online shops and service businesses can use AI to write product posts, answer customers and organize records.
- Learners outside Metro Manila. Everything online runs on a phone, so distance from a training center no longer decides who gets to learn.
- Career shifters. No prior tech background is needed for the starter courses, so workers in any field can begin.
TESDA has said it wants no Filipino left behind as work changes. With AWS also planning regional training events and content for provincial training centers, the reach is meant to grow beyond the screen.
Make the most of it, then start today
Free courses only change lives when people finish them. A few habits help.
- Start with the basics. Take Fundamentals of AI before the Practitioner tracks if you are new to tech.
- Set a weekly schedule. Even 30 minutes a day on the TOP Mobile app adds up over a month.
- Practice what you learn. Try AI tools on real tasks at work, school or in your business.
- Show your proof. Post your certificate of completion on LinkedIn and your freelancing profiles.
- Aim higher. After an online course, ask TESDA about exam vouchers, AWS Academy pathways, or national certification assessment.
- Learn with others. Invite a friend, co-worker or barkada so you keep each other on track.
The tools that shape the next decade of work are now free to learn. All it takes is a phone, a free TOP account and the decision to begin. Simulan na natin.
