Apper Digital Inc., which operates as Apper AI Solutions, has reached the Select tier of the Claude Partner Network Services Track, Anthropic's program for firms that help enterprises put the Claude AI model into production. The Pasig-based company, founded in 2019, says the milestone reflects a bet that Filipino businesses need local engineers who can move AI out of pilot projects and into daily operations.

What the Select tier means

Anthropic launched the Services Track on June 3, 2026, as a three-tier ladder: Select, Preferred and Global Premier. Select is where partnership begins. It requires at least 10 active certified individuals, at least two joint customers deployed in production over the trailing 12 months, and at least one public customer story. Anthropic says it verifies each firm's standing every quarter, and that the same requirements apply to every firm, from a ten-person shop to a global consultancy.

The program sits on a $100 million commitment Anthropic announced in March for partner training, technical support and shared marketing. By Anthropic's count, more than 40,000 firms have applied to the network and more than 10,000 consultants have earned a Claude certification.

Apper's own site now lists it as a Select Services Partner and links to a Claude Partner Directory listing. It also reports that eight of its engineers hold Claude Certified Architect credentials, including founder and president Diwa "Wawi" del Mundo.

The customer case: D.W. Morgan

The public story behind the tier is a training engagement with D.W. Morgan, a supply-chain and logistics technology company. According to Apper, it trained 14 D.W. Morgan engineers on Claude Code, specification-driven development, agent design with the Model Context Protocol (MCP), and testing and evaluation. Over 10 weeks, the team built four agentic systems covering finance research, shipment incident investigation, quality-assurance testing and legacy software migration.

The most striking figure comes from the migration tool. Apper says it moved a Rails backend to Go in two hours at a Claude usage cost of US$22, for work that had been estimated at about a week and a half of manual developer time. The company adds that the system ran 32 test scenarios against the live application and needed seven human approvals along the way. These numbers are Apper's own, from a single project, and the manual estimate is an estimate.

A local pitch for "agents, not chatbots"

Del Mundo frames the opportunity as the shift from chatbots that answer questions to agents that carry out multi-step work, such as pulling information from several systems, preparing a report and routing it for approval. The hard parts of production, he says, are security, data governance, integration with existing systems, and training the people who will run the technology. He also points to compliance with the Data Privacy Act as a reason local expertise matters.

Apper's services include AI strategy and use-case discovery, custom agents, intelligent automation, document intelligence, enterprise integration and agentic AI engineering training. Its Claude work spans Claude Code, the Claude Agent SDK and MCP. Because Claude models are also offered through Amazon Bedrock and Google Vertex AI, Apper says it can deploy inside a customer's existing cloud, and it holds AWS and Google Cloud partner status. Its site lists Globe Telecom and GCash among its enterprise training clients, through programs run by its CloudSchool arm.

The company expects adoption to grow over the next several years in BPO and shared services, financial services, healthcare and other regulated industries, and says smaller firms could gain capabilities once reserved for large corporations. It stresses that the goal is to automate repetitive work while keeping people in roles that need judgment. In del Mundo's words, Filipino organizations can "put frontier AI to work today."

What's next

Apper says it is preparing a broader rollout of the Apper AI Solutions brand, growing its certified team and expanding its agentic AI training programs. It is also developing AaniOS, which it describes as an AI-native operating system for retail and specialty businesses, along with industry-specific tools for healthcare and financial services.

For the Philippine startup scene, the story is a signal about where local tech services are heading: from building apps to certifying teams and shipping supervised AI agents. Whether Apper can keep climbing the ladder depends on growing its certified bench and customer references. Anthropic's published bar for the next tier, Preferred, is 100 certified individuals, 15 deployed joint customers and three public stories.
